November 2026 Infrastructure Committee Report

Retaining Walls Project Completed

By Chuck DeCoste, Chair

We have declared victory on the original list of 18 retaining wall items we asked Epcon to address.

Mike Crean and I worked over the past six months with Jeff Havener of Epcon Land Management, and we achieved significant improvements to the structure of six walls — sections rebuilt and repairs made — and improved documentation for several others. This leaves us with zero missing or inadequate professional engineer certifications and zero missing city of Durham permits.

We are now engaged with Jeff on issues with the farm pond dam, the standing water near the mulch trails and some large drains. After initial pushback from Epcon, we are hoping to get these items addressed.

I reported last month the fencing around the new amenities was expected to be installed during October. Our contractors report they are experiencing longer material lead times. So, the updated outlook calls for completing the fencing in November.

Our committee is getting more involved with the HOA board’s efforts with Epcon regarding a punch list of items we need addressed. Several of these items were identified in the transition study final report. We will periodically report the status of each item to the board.
