November 2026 Architectural Review Committee Report
Guidelines, ARC Paperwork, Leadership Transition

By Mark Raker, Chair

Architectural Review Committee members are actively working with the new Community Policies and Guidelines document that became effective Oct. 1. These guidelines are clearer and more comprehensive than the previous version, and we certainly hope the document already is helping homeowners as well as ARC members understand many of the issues that arise related to the submission, review and approval processes for ARC applications.

We strongly encourage all homeowners to review the new guidelines carefully, specifically homeowners who are considering submitting ARC applications. Homeowners should also remember the importance of keeping paperwork for all past and future ARC applications. That documentation is essential, particularly for any future consideration and ensuring there are no violations on their property, especially when making plans to sell your home.

Homeowners who previously installed anything without submitting an ARC application should note the period for submitting amnesty ARC applications is from Oct. 1 to Dec. 1, and these amnesty ARC applications should be submitted by email to hoa.cyasp+guidelines@gmail.com.

ARC members are continuing to review ARC applications and to make recommendations to the HOA board. In September, we reviewed four new applications and recommended them to the board for approval. The board also approved eight existing applications.

A closing note: Sylvia Robinson, who was the past ARC chair, wanted to express her gratitude to all ARC members, but especially to Gwen Bloom, who continues to be a wonderful compatriot with all things ARC and who made extraordinary efforts during the process of revising the new guidelines as well as managing the review and recommendation of ARC applications. In addition to Gwen, Sylvia wanted to extend her thanks to Bruce Buley, Doris Alexander Buley, Art Chambers, Jeff Davidson, Gene Granger, Ed Green and me for all the assistance, with special appreciation to all HOA board members, but particularly to Jill Pafford, the board’s liaison to ARC, for her guidance and her patience throughout this process.

I also want to thank Sylvia for helping me transition as the new chair and for her leadership, dedication, fortitude and vision of the ARC application review process and continually improving this process to do comprehensive and timely application reviews. Excellent work!

Do you know? It is important for homeowners to keep all documents related to approved ARC applications. It is critical to make sure you have the final plot plan for your property, which should have been provided at closing. If you do not have a final plot plan or if you only have a preliminary plot plan, you should request your final plot plan from Rebekah Burchard at Epcon. Her email address is rburchard@epconcommunities.com.

Note: The Architectural Request Form, also referred to as the ARC application, is available on the William Douglas Management website and the Courtyards at Southpoint Slack channel # _documents-permanent, ARC Form. It also can be accessed by clicking here. Completed applications and accompanying documents must be submitted to Laura Kephart, our William Douglas representative, at lkephart@wmdouglas.com.
