October 2026 Infrastructure Committee Report
Chipping Away at Manufacturing Issues
By Chuck DeCoste, Chair
As we continue to close out the remaining retaining wall issues with Epcon Land Management, we have begun to work with the same representative to address a few additional issues. These include standing water near the Middleground Circle mulch trails and issues with the large drainage pipes at the end of Fenwick Parkway. We also are working with this contact to obtain documentation for the farm pond dam from the state of North Carolina.
We arranged with contractors to fix two items we had asked Epcon to address months ago. These are the plank fence project — working with Onofrio — and the “trees and woody vegetation” cleanup near Phase 1 retaining walls — collaborating with Boyco.
We still believe these items were Epcon’s responsibility to maintain, and we will likely seek compensation. But we simply did not want to wait any longer. I hope neighbors appreciate the completion of these projects.
The project to add fencing around the new amenities has been restarted. We have a new fence ordered that is now expected to be installed in October. The gates have handles to improve accessibility, but we still are not sure whether a powered-gate solution can be added later. We have located some hardware that could provide this functionality, and we will discuss feasibility with the fob access provider.
There’s a bit of overlap with projects already discussed, but Epcon is finally communicating with the HOA Board of Directors, as well as the Amenities and Infrastructure committees, regarding punch lists. The Infrastructure Committee provided some requested “additional information” to Epcon in the form of a document with excerpts from the transition study. Epcon has forwarded this document to the warranty group, so we expect to hear back soon. Following their process, they work on some issues and deem them “closed.” Then, we check behind them to either accept the work or point out issues that still need correction.
