February 2026 Infrastructure Committee Report
Transition Study Progress

In our report for the December newsletter, I informed you we had initiated our transition study and anticipated onsite work starting in January. Well, the engineering firm actually started in December, making two onsite visits to inspect our common properties.
The Infrastructure Committee met with the lead engineer to share concerns, including a few that had been brought to our attention by neighbors. We also made several documents available to him, including the retaining wall reports written by committee member Mike Crean, site/amenities drawings and certificates of compliance.
The final inspections and certificate of occupancy for the new amenities were delayed, but were finally completed Jan. 21. Unfortunately, Epcon refused to grant the engineering firm access until that time, and the inspection had to be delayed until February. We are working to schedule this final on-site visit as soon as possible.
Committee member Kevin Devaney has taken on the role of being our point of contact with the city of Durham. He has received additional updates on our stormwater control measures and asked questions about retaining walls that are not included in Epcon’s design documents and are not listed on our certificates of compliance. He also has requested information from the city regarding the farm pond near the Cherob Lane entrance. Information the city provides on these items helps us set direction.
Finally, we continue to listen to neighbors' concerns and tips, and we work through the board and other committees on questions and issues as they arise.
